Health Safety & Environment (HSE) Manager - SKAO

The Square Kilometre Array Observatory (SKAO) will be operated as a single Observatory, comprising two telescopes, SKA-LOW in Australia and SKA-MID in South Africa.  The SKAO headquarters based in the United Kingdom, has responsibility for SKAO construction and operation globally.  CSIRO, via their Space and Astronomy (S&A) business unit, is playing a lead role in the design, development and construction of the SKA-LOW telescope, the Australian component of SKA, which will be built at CSIRO’s Murchison Radio-astronomy Observatory (MRO), ~300km inland from Geraldton, Western Australia. CSIRO and SKAO will operate the SKA-LOW telescope in partnership. 

As the HSE Manager – SKAO, you will be the key CSIRO HSE resource for the SKAO in Australia, leading the HSE through the SKA-LOW construction phase on the MRO.  You will provide tailored support and coordinate the consistent delivery of improving HSE outcomes and metrics, HSE activities and initiatives for the SKAO.  You will ensure that all HSE related aspects of the developed designs, constructed works, and forthcoming Observatory operations are relevant to the particular phase of the project in line with CSIRO and Australian HSE standards. Additionally, you will oversee the further development and implementation of SKAO’s HSE programme in Australia and advise the Site Construction Director on all HSE matters relating to the SKAO office and site environments.

Your duties will include:

  • Reviewing, implementing, and administering all aspects of the SKAO HSE Plan, as relevant to Australia.
  • Advising, coordinating with, and providing informed HSE advice to all SKAO senior management, staff and contractors in Australia. 
  • Acting as in-country champion for SKAO HSE initiatives.
  • Leading the further development and/or review of Australian specific SKA HSE related plans and procedures.
  • Leading staff and taking responsibility for effective team performance.
  • Planning and managing regular team and stakeholder meetings.
  • Overseeing, developing or executing:
    • Monthly reports 
    • SKAO compliance in all HSE areas
    • HSE training and accident recordkeeping 
    • HSE data analysis and reviewing KPI’s
    • Policy on environmental protection 
    • Emergency procedures
    • Relevant induction compliance for all staff and visitors 
    • Solutions to eliminate or mitigate exposure to risks and prevent injury

Location:  Geraldton, Western Australia
Salary:  AU$115k to AU$135k per annum, plus up to 15.4% superannuation
Tenure: Indefinite - Full-time, part-time (min 0.8 FTE) or job-share (if circumstances permit

To be considered you will need:

  • Tertiary qualifications or equivalent experience in Health Safety and Environment, engineering risk or other relevant discipline.
  • Extensive technical, practical and leadership experience in HSE.
  • Sound experience on HSE Management Systems.
  • Experience managing HSE in a complex/partnering organisation undertaking design, construction and operations/maintenance of complex facilities.
  • Experience building strong people relationships, general management practices, and effectively managing and leading a team.
  • Current Australian Class ‘C’ driver’s licence (or equivalent).
  • Ability and willingness to travel between Western Australian sites and to reside on site for appropriate periods, as required.
