Our Technology and Digital Innovation (TDI) Branch is currently on an exciting customer-led journey to move to a “platform and adaptive ways of working” approach and transform its operating model. This new way of working is to support City of Melbourne (CoM), realise the full value of its technology assets, deliver modern digital tools for our staff and community, empower staff and community to make evidence-based decisions, and prepare CoM and Melbourne to benefit from digital disruption.
As a senior member of the TDI leadership team, the Head of Technology Platforms and Engineering (TPE) oversees the effective ownership of CoM’s software and infrastructure assets and delivery of a professional, cost effective, reliable TPE service to support current and ever-evolving business outcomes. You will play an instrumental role in driving the transformative strategy to improve branch performance, the business value of IT investment, cyber security protection, transition to the cloud and future preparedness. You will influence and guide technology leads and business leaders to ensure technology solutions are designed for customers, resilience and sustainability.
You are a proven and influential leader that can demonstrate outstanding expertise in technological and people capabilities. You will be a trusted advisor and partner to the business with the ability to communicate complex ideas and concepts to technical and non-technical stakeholders alike. As a leader you will demonstrate strong aptitude to build and manage effective and productive stakeholder relationships within a complex environment. You will possess strong leadership capabilities and the ability to articulate and demonstrate the benefits of positive culture and values
This is an incredibly exciting opportunity for an experienced and driven technical expert, to deliver on CoM’s Technology and Digital Strategy including a cloud migration.

- Ability to demonstrate and display City of Melbourne Values – accountability, integrity, courage, respect for self and others, and striving for excellence.
- Tertiary qualification and/or significant experience and proven achievement in business, computer science or information technology.
- Advanced knowledge of Technology Platforms & Engineering, and the ability to transfer this knowledge to team members and generate insights that drive business outcomes.
- Extensive management and leadership experience, consistently displaying integrity, courage, respect for self and others and striving for excellence in a complex information technology environment.
- Positive track record in enhancing and implementing cyber security plans in government or an analogous industry, including awareness of best practice methodologies and CoM’s compliance obligations with relevant legislation, regulation and government policies.
- Proven success in leading the design and delivery of a cloud transition plan in government or an analogous industry.
- Proven ability to drive change initiatives.
- Demonstrated ability to develop, manage and maintain business plans and associated budgetary and financial management requirements.
- Well-developed ability to develop corporate infrastructure, including strategy, policies, procedures and systems.
- Substantial experience in agile project management, including knowledge and practical understanding of various agile frameworks and methods, and ability to effectively collaborate with cross-functional teams.
- Demonstrated strong organisational skills and budget management skills, with the ability to respond to changing priorities and manage competing deadlines, as well as high level of attention to detail and commitment to accuracy.
- A proven record of achievement and innovation in people management and leadership in a dynamic and political environment, to help create an environment focussed on staff engagement, accountability and sound decision making.
- Advanced analytical, lateral thinking, and problem solving capabilities, with the ability to generate appropriate and creative solutions, take the initiative, drive change, and implement innovations.
- Well-developed written and oral communication skills including the capacity to negotiate, liaise effectively with technical and non-technical internal and external stakeholders, build and manage relationships critical to the delivery of CoM’s services, and use discretion and judgment in a complex business and political environment.
