The Planning and Building branch exists to shape and protect the identity of Melbourne. Our vision is to be proactive and considered in facilitating sustainable city growth while maintaining what is unique to Melbourne. We provide universally accessible statutory services to facilitate a safe, liveable, vibrant and prosperous city to the present and long-term benefit of all people.
The Branch is responsible for the provision of effective, responsive and accessible Planning & Building services within the city; with a predominant focus on effectively serving our customers and making well justified, high quality decisions within statutory timeframes. The Branch comprises four functions; Statutory Planning (including Planning Enforcement), Building Control, Construction Management and Business Support.
Reporting directly to the General Manager Strategy, Planning and Climate Change, you will be responsible for managing the Planning and Building branch and fostering a constructive culture. You will have demonstrated experience in creating, maintaining and championing a constructive culture where you and your team display the styles of achievement, self-actualising, humanistic, encouraging and affiliative behaviours. The position requires strong strategic and operational leadership, direction and people management competencies, with high level technical expertise, in order to drive the required business outcomes and services of this branch.
You will oversee the delivery of regulatory services subject to, and empowered by, Victorian legislation while working collaboratively with other branches within the City of Melbourne, State Government and other relevant agencies. As a leader you will demonstrate strong aptitude to build and manage effective and productive stakeholder relationships within a highly political and complex environment. You will take an active role in contributing to effective governance, organisational and financial management via effective strategic and business planning, and high standards of financial, asset and people management.

- Highly developed analytical and lateral thinking skills and the ability to take the initiative, drive change and implement innovations.
- Excellent inter-personal, negotiation and persuasion skills with the ability to use discretion and judgement in a complex business and political environment.
- Demonstrated ability to develop, manage and maintain business plans and associated budgetary and financial management requirements.
- Proven experience effectively managing complex issues within a highly political and complex environment.
