APS 6 Medical Policy and Program Officer 

Our client a regulatory body that assesses, evaluates and monitors medical goods to ensure quality, safety and performance has a vacancy for 2 x Medical Policy and Program Officer (APS6 Equivalent to work within the Medicare Strategies & Primary Care Section. The Medicare Strategies & Primary Care Section holds responsibility for key aspects of the Review, relating to primary care services delivered by a range of non-GP health professionals, and services including optometry and psychiatry. The Section supports implementation of the recommendations from the Final Report of the MBS Review Taskforce, which concluded on 30 June 2020. The team is also responsible for the establishment of an ongoing review mechanism for the MBS, which will deliver a means for ongoing assurance and clinical efficacy of a $30 billion annual program.

On a day to day basis the successful candidate will:

  • Support high-end policy and analysis of the MBS, particularly in relation to non-GP primary care reform.
  • Support implementation of the MBS Review Taskforce recommendations for Allied Health, Participating Midwives, Aboriginal and Torres Strait Islander Health and Mental Health.
  • Work closely with the Chief Nursing and Midwifery Office to progress health funding reform for Nurse Practitioners and Participating Midwives.
  • Providing project management support to projects in relation to reports from the clinical committees and implementing new policy to improve the MBS.
  • Working collaboratively with internal and external stakeholders to achieve desired outcomes, e.g. working with other business areas, committee members and clinicians.
  • Attending various forums as part of MBS review, including organising and attending clinical stakeholder meetings as required.
  • Drafting concise and clear agenda papers, briefs and minutes.
  • Providing Secretariat and administrative support to the section as required.
  • Providing advice to executive including producing minutes, briefs and ministerial submissions.
  • Assisting with the drafting and provision of sound policy and strategic planning advice.
  • Support and undertake research to inform briefing and options on how the MBS can be improved, in line with recommendations of the MBS Review Taskforce. Management of significant stakeholder relationships with peak groups, as well as a range of craft speciality groups and other representative bodies. Support parliamentary documentation and contribute to Budget processes.

Job Specific Capabilities include:

  • Demonstrated conceptual and analytical skills, including sound judgement and the ability to interpret information;
  • Ability to manage competing priorities and quickly pick up and progress a variety of different work streams when required;
  • Self-motivated with the demonstrated ability to work effectively as part of a team;
  • Excellent communication, liaison and negotiation skills, including strong written skills;
  • An understanding, or the ability to quickly acquire an understanding of the MBS system; and
  • A clinical background and/or experience in policy development would be an advantage.

These positions will be offered to the successful candidates as an APS6 hourly rate contract, notionally for 9-months and will be based in Canberra. In addition, you will need to be an Australian Citizen with a police check no older than 12 months or be willing to obtain.
