Introduction
Defence requires an exceptional senior executive to fill a position at the Senior Executive Service Band 1 level for the Australian Nuclear-Powered Submarine Safety Regulator (ANPSSR).

The Role
The Australian Government will create a new independent statutory regulator, the ANPSSR. The new Regulator will have the functions and powers necessary to regulate the unique circumstances associated with nuclear safety and radiological protection across the lifecycle of Australia’s nuclear-powered submarine enterprise. This includes associated infrastructure and facilities.

Therefore, Defence is seeking a highly qualified and experienced Senior Executive Service Band 1 to fill the role of the Assistant Secretary Regulation, Licensing and Authorisation position for the ANPSSR.

The Assistant Secretary Regulation, Licensing and Authorisation will facilitate the regulation in the areas of facility safety (including nuclear installations), radiation safety (including the environment) and security standards, and licencing for the ANPSSR. They will have the direct oversight of regulatory audit, inspection, compliance and assurance of license holders for an undertaking related to nuclear powered submarines that fall under the regulatory framework of the ANPSSR. 

The occupant will establish and sustain strong collaborative arrangements with other branches within the ANPSSR and stakeholder relationships with the Australian Submarine Agency and Defence. The occupant will also establish productive relationships with license holders and other stakeholders, including the public and relevant bodies in relation to licensing of major facilities and will be responsible for setting and maintaining professional standards for the branch and aligning the branch business with the ANPSSR office as a whole.

Key Accountabilities
Assist in the creation of the ANSPPR as Branch Head and member of the Executive Group;

  • Provide strategic and operational leadership for the effective and efficient management of the Regulatory Compliance and Standards Branch by setting and maintaining professional standards, promoting and modelling the APS values, establishing effective teams and nurturing a high performing culture and collaboration within the Branch and the ANSPPR office;
  • Seek opportunities to support the development and introduction of legislation and policy frameworks for the establishment of the licensing regime for the ANSPPR with relevant subject matter experts;
  • Ensure regulatory efficiency and effectiveness, while maintaining regulatory integrity and upholding high standards of protection of people and the environment from harmful effects of radiation in relation to the regulation of the Australian Defence Nuclear Powered Submarines;
  • Maintain a culture of safety and security within the Branch, the ANSPPR and among license holders by promoting a holistic approach to the people/technology/organisation interface; and
  • Take responsibility for the ANSPPR actions in the areas of facility safety (including nuclear installations), radiation safety and security standards, and licencing and national codes and standards.

Selection Criteria

  • Demonstrated absolute commitment to nuclear safety and the protection of the environment. This may require a commitment to undertaking additional study or training;
  • Proven thorough knowledge and understanding and specialist knowledge of:
    • Regulatory systems of compliance and enforcement;
    • Education and training;
    • Security and emergency management frameworks;
    • Current national and international nuclear safety frameworks; and 
    • Ability to gain knowledge regarding the nuclear safety and radiation protection regulatory environment.
  • Demonstrated ability to incorporate scientific, engineering and behavioural reasoning into safety regulation and compliance monitoring; and
  • Demonstrated commitment to promote diversity, model the APS Values, APS Employment Principles and promote compliance with the APS Code of Conduct.
