Introduction
Strategy, Policy & Industry Group is the Department’s key policy development function to protect and further Australia’s national interests. SP&I actively informs and influences Government decision-making and, in implementing policy decisions, provides critical support to military operations, Defence capability development and the achievement of broader national security outcomes. 

Its role is to shape Defence strategy, promote Australia’s international Defence relationships, provide robust advice to optimise the benefits of Government’s investment in Defence, and enable industry to deliver ADF capability. Encompassing five divisions, the Group strengthens Australia’s national security and economic resilience by devising strategy and policy which directs Defence’s international engagement; enhances ADF capability and decisions; regulates military and dual-use exports in the national interest and helps build a sovereign industrial base.

As part of the Senior Leadership Group, you will play a key role in promoting and influencing a shared commitment to the strategic direction of Defence.

You will:

Your Role
First Assistant Secretary Strategic Policy – Actual vacancy
Security Level: Positive Vetting
Strategic Policy Division is at the core of Defence’s strategic centre. The division advises on national security implications of the emerging strategic environment and leads development of policy and strategy responses. It crafts the Strategy Policy Framework and underpinning strategic policy documents, including the classified Defence Planning Guidance and annual Strategic Risk Review process. It develops policy settings on future strategic capabilities, resilience in critical infrastructure, sensitive technologies, foreign investment and critical capabilities. It is the policy lead for Defence’s international partnerships on key strategic and thematic issues, including space, cyber, missile defence, deterrence, grey zone, and counter-proliferation.

As the First Assistant Secretary Strategic Policy, you will:

  • Lead Strategic Policy Division to deliver the Strategy Framework, the Defence Planning Guidance, and the Strategic Risk Review;
  • Provide guidance on strategic and national resilience, emerging strategic capabilities, critical infrastructure, and foreign investment;
  • Develop advice on Australia’s strategic defence policies and military strategy; and
  • Oversee and guide Defence’s engagement with think tanks and academia, including its strategic policy grants program, to shape the Australian strategic debate.

Position 2: First Assistant Secretary International Policy – Actual vacancy
Security Level: Negative Vetting 2
International Policy Division works closely with all areas of Defence, as well as with agencies such as the Department of the Prime Minister and Cabinet and the Department of Foreign Affairs and Trade to develop coordinated policy advice for Government on Defence and security issues. It also manages Australia’s overseas Defence attachés and advisers, who between them hold accreditation to over 50 countries and international organisations.

As the First Assistant Secretary International Policy, you will be responsible for a division that:

  • Provides strategic level advice to the Minister, Secretary and the Chief of the Defence Force, the Services and Defence Groups on international policy issues; 
  • Manages Defence’s international relationships and the Defence Cooperation Program; 
  • Provides policy guidance for ADF operations and international defence activities; 
  • Manages Defence representation overseas and Defence international engagement more broadly;
  • Implements Defence enhanced engagement in the South Pacific and Southeast Asia.

In addition to the above this process may be used to fill SES Band 2 vacancies, if they arise, in Defence Industry Policy and other related areas. Defence Industry Policy shapes Defence’s domestic and international engagement with industry. We drive and implement the Government’s policies to grow our sovereign Defence industrial base and expand international industrial engagement, deliver a strategy-led program of industry support and innovation, and regulate the export of military and dual-use goods and technologies consistent with Australia’s national interests and international obligations.
