About the Department & Role

The Indigenous Strategy Team (IST) is a unique, standalone branch within the Department of Transport and Main Roads (QLD) and supports the Department to meet its commitment to reframing its relationships with First Nations peoples, communities, and organisations, and operationalising its commitments arising from Path to Treaty.

The Director (Indigenous Strategy) supports the General Manager (Indigenous Strategy) to shape whole-of-department priorities and responses on First Nations policy and play a lead role in coordinating the Department's response to Whole of Government (WOG) First Nations related matters.

Key Duties

  • Contribute to the strategic direction for Indigenous Strategy within the department to develop and promote key priorities.
  • Influence the strategic planning and delivery of regional programs by working with regions to identify improvement initiatives and mobilising people to deliver transport for prosperity.
  • Provide advice to the General Manager (Indigenous Strategy) and senior executives within Transport and Main Roads and other government agencies on Indigenous Strategy issues relating to departmental business.
  • Represent the General Manager (Indigenous Strategy) on departmental business as required.
  • Represent and/or coordinate the Department's working groups related to First Nations initiatives at forums, committees and councils concerned with projects and strategic objectives for the Department.
  • Contributing to the effective leadership of the state-wide business, leading major state-wide initiatives or projects on behalf of the Indigenous Strategy Team.
  • Provide guidance and direction to ensure the business has the necessary systems, capability, and capacity to meet current and future demands and risks to achieve state-wide implementation of policies, plans, business processes and systems.
  • Communicate vision and purpose, engaging and motivating staff in the achievement of organisational objectives through innovation and continuous improvement and a strong client focus.

Requirements of the role

Mandatory - Extensive exposure to First Nations approaches to business / community / workforce / supply chain delivering programs.

  • Extensive experience in leading the implementation of programs and initiatives to bolster supply chain opportunities within infrastructure projects in alignment with governmental strategic policies.
  • Influence a workplace culture that supports and promotes the interests of First Nations people and actively engages through culturally informed relationships and collaboration to contribute to better outcomes for First Nations people.
  • Lead the Indigenous Strategy team to achieve appropriate outcomes through the management of finance, human resources and outputs to ensure strategic and operational performance targets are met.
  • Demonstrated ability to establish and sustain strong and effective relationships through a high level of interpersonal, communication and leadership skills with the ability to successfully lead, influence positive culture.

Desirable qualifications

  • A relevant qualification in Australian Indigenous Studies and or Business Management would be highly regarded.

It is a genuine occupational requirement that this position be filled by an Aboriginal and/or Torres Strait Islander person as set out in section 25 of the Anti-Discrimination Act 1991. One of the referees must be an Aboriginal and/or Torres Strait Islander person who can attest to the applicant's background, knowledge, skills and experience as they relate to the cultural capabilities.
